The IHSS Advisory Committee is a citizen body comprised of eleven members who are appointed by the Sacramento County Board of Supervisors. The committee has a minimum of six consumers of in-home supportive services or personal care services. The other five members may be caregivers, advocates for senior and disabled adults, or interested community members. The Committee's responsibility is to advise the Board of Supervisors, the Public Authority, Department of Health and Human Services, and other involved agencies about IHSS and make recommendations to improve services. Mission Statement

The Committee's mission is to serve as a bridge to improve the IHSS system for consumers and providers by being an on-going conduit of information and advocacy to the Board of Supervisors for the entire community.

Kristen Lyall - Chair
"As a member of the In Home Supportive Services Advisory Board, I feel honored to be a part of an organization that cares about both consumers and caregivers.  I’ve learned a lot on this board and I keep learning with every meeting. My sincere hope, as your representative, is that I always remember whom I serve, then act in your best interest."

Melissa Kinley - Vice Chair
"I was appointed to the Advisory Committee in 2007.  I was a member of the Advisory Committee when it first started and because of health issues, I had to take a break.  I appreciated and respected all the members for their hard work in helping make a change for seniors and disabled adults, but I noticed that no one was there to speak for the children.  So I decided that I would join this remarkable group and see what kind of voice I could have for disabled children.  It has not only been a learning experience, but I have made some very good friends, and would recommend this to anyone.  Instead of saying I wish someone would do this or that, I am making a difference."

Francisco Godoy - Committee Member
"I earned a Master's Degree from CSUS in Social Work in 2000.  I have health problems because of pressure sores.  I can only sit on a wheelchair for a few hours.  I wanted to work as a volunteer until I can work or I am able to sit longer periods of time.  Thus, I had worked as a Resources for Independent Living (RIL) Board Member for almost two years and almost one year at the Advisory Committee.  Plus, I often volunteer at the UCD Medical Center as a peer counselor.  I believe that my record speaks for itself."

Stormaliza Powmacwizalord - Committee Member
"I have been on the IHSS Advisory Committee since September 2005.  I joined the Committee to help people understand about people like me, who are also deaf and blind.  I have disabilities and am wheelchair bound for life.  It is important for caregivers to move the client so they do not develop sores.  I want to help change laws so other disabled people will not have to go through what I have in the past.  Also, I want to open doors for other deaf people to become caregivers.  I hope, in the future, to show others how to keep disabled people safe in the community.  Hopefully my experience and knowledge will help others.  I am also on the UC Davis Hospital ADA Committee to help show how important it is for me to fight and support all people with different disabilities"

Michele Stuart - Committee Member
"I was added to the Advisory Committee on July 25, 2007.  I am very excited to work with everyone involved with the Advisory Committee as well as serving the Consumers and Providers to the best of my ability.  I bring 28 years of experience in caregiving and advocacy to the table."

Do you have ideas about In Home Supportive Services (IHSS) and how to make it a better program?  Are you a recipient of IHSS services or other personal care services?  If so, get involved! Have your voice count!

The committee meets monthly and has a number of sub-committees.  It is responsible for making the newsletter available to IHSS consumers, improvements in IHSS services, and broadening the training opportunities for consumers and providers.  Get involved!  Apply today!

The IHSS Advisory Committee meets on the third Wednesday of each month from 1:00 p.m. to 3:00 p.m. at:

This is a public meeting and anyone may attend. For information, and to verify meeting location, please contact the IHSS Public Authority at (916) 875-4057.
 
 The meeting facilities are accessible to persons with disabilities.  Requests for interpreting services, assistive listening devices, or other considerations should be made through the IHSS Public Authority at (916) 875-4057 no later than five working days prior to the meeting.
